Cause of P1494 on Jeep

The nipple (for the cruise control servo) on the intake manifold next to (1 to 2 inches away) the nipple and hose going to the EVAP was open to the atmosphere, the elbow that should go there was deteriorated and would not hold. Could that nipple being open to the atmosphere cause enough loss of vacuum for the the P1494 I have (CEL on) in my Jeep. P1494 is a problem in the EVAP.
 
Well roughly a week after replacing the rubber elbow mentioned in my original post my CEL has gone off. That was a $4.00 fix. I hope its not due to warm weather or something else but was due to the nipple being open to the atmosphere.

I will look for less silicon in my next OCI.
