Nissan 9.9 Milky Gear Lube

Last year I bought a used Nissan 9.9 two stroke outboard. It was made in 1998. I used it once as I only planned on using it for lakes with 10 hp limits. Normally I use my Evinrude 15 hp.
I just changed the gear lube and it was milky. I am hoping water mixed in only due to bad washers on the drain and fill screws of the lower unit.
Does anyone have experience with these motors that can give me some insight as to other possible explanations?
By the way, the one time I used the motor it ran great.

The wasp speaks the truth... change the washers every gear oil change... take prop off check for fishing line around shaft... use AAP codes to get quality marine gear oil... nothing really to do... run it till it stops.... motor is small enough to change oil frequently
 
Thanks for the replies. I am ordering new washers. Can't find them locally. I'll check the prop.
