I don't know. I would assume it was green like the rest of the car so that it would be less visible.

It would be kind of pointless to have a chrome bumper on the staff car and then just paint it green. Might as well just have green painted steel.

Maybe, and the restoration could have substituted another bumper from a civilian car along the way.

Remember, right after WWII if you bought a new car you got wooden bumpers due to continuing metal shortages, and a coupon good for real bumpers later along.
