Lenovo X230: dead fan?

I noticed my laptop's CPU speed is getting severely throttled (below 50% of normal), and I do not hear the fan at all. Should I just buy a new fan and replace it or is there something else that could be the problem that I should check first?

you didn't activate any weird power settings where it is passive cooling only right?
