Cleaning stones?

I have sharpening stone that is mounted on a 2 inch by 6 inch wooden block. The stone is really grungy looking and appears to have slick spots on it caused by oil and fine metal particles? Is there a good way to clean this?

Warm water, soap and a scrubbing brush?

Buildup from sharpening can be prevented by using a sharpening lube, which will prevent particles from sticking to the stone. Just wipe the stone clean after every use.

Once it a while, I like to flatten the oil stone's surface by lapping it on a granit slab with wet silica sand.

WD 40 makes for a good, quick, honing oil in a pinch. It will also wash the stone.
 
There are tools made for the purpose. A dressing wheel is all I've ever seen. But a google search revealed a bunch of dressing tools.
