Compulab has a documented history of producing mini PCs consuming low power and passively cooled. Their fitPC consumes something like 7W at full power.

This one is in the pipeline, barebones for $129. 5 Year warranty, lots of supported goodies, some of which I even understand.

Good to see these alternatives pop up. I like my NUC, but it was obscenely expensive for what it is.

AMD A4 Micro-6400T CPU is notably slower than Intel Core i5-4250U CPU, but it's probably fast enough for most uses, and it consumes a lot less power.

its about the same as a C2D e5200 but possibly slower single threaded.

Definitely an alternative to the celeron NUC.
