OK after some research i see that the "bracket" is actually a cast housing bolted to the head or block.

I don't understand what you mean by the cooler splitting open?

The cooler is a single unit with a welded seam. It is secured to the engine block by a threaded tube adaptor that also receives the Spin on oil filter canister.

The ones I encountered didn't have welds. They were 2 case halves held together with a nut near the oil filter.
 
Toyota has been doing this since at least the early 90's my first car a Camry had the same set up.

Looks like an oil cooler/warmer.

Toyota saves a lot of money by never changing anything.
