Digital Timer Switch Wiring

I bought a digital timer at Home Depot:

I had a little trouble getting it to work. I had to switch the red traveler lead, with the blue load lead to get it to work. I don't understand why.

The switch box in question has two switches in it; each goes to a different breaker. Could this be part of the problem?
 
Does the switch need a neutral and did you fit one?

Are the loads all non-incandescent? These switches, if not using neutral, need to bleed a little current through the bulb's filament.
 
I attached the white neutral wire to the bundle that was in the back of the box. I am running cfls on the switch.
