Up here Costco (old Price Club) seems to beat the rest.
I looked online to search for good places to go and Costco did come recommended, but I don't shop there and the fee is $55 to join. I did find a local store that buys overstock, non-claimed "fashion" brand frames and sells them at a DEEP discount. They may be less expensive even if I used my insurance at another store. They seem like a good place with great reviews online, but I'll head out again tomorrow to look at other options. Due to me using them mostly for driving and not caring about what is "in", I'll probably end up at the fore mentioned store.
