Enable download manager. S4 mini

I was trying to download a PDF, a train schedule, on my Samsumg S4 mini.

It would not allow it. First it would say:

starting download..

Then:

Unable to download content.
Enable download manager.

So I go into my settings. I cannot find anything remotely resembling a download manager.

While I got the info I needed on my regular laptop, It really irked me I could not get the info I needed with 4g LTE coverage.

What is going on? What do I need to do to be able to download a pdf on my phone?

Nevermind, it was in applications manager and had to slide screen
past-- download
past--- SD card
past---- running
past----- All
until Turned Off arose.

and there was download manager, turned off.
