I suspect the OP was simply worried about breaking-the-brake by using it to hold the vehicle still as he jacks it up. This won't happen...the brake is certainly strong enough to endure that...but I suspect that was the source of the question.

You went to a Toyota dealership to have the tires on your Toyota rotated. They did so in the manner Toyota tells them to.

Where's the problem?

Did you ask them to cross tires and have them ignore you? If that was the case I'd see the problem, but it seems like you're mad because the techs didn't read your mind.
