Is it possible to make a low SAPS w20?

I don't see why not.
The reason why you're not seeing them right now is that the car manufacturers that require low SAPS oils in their engines also require the HT/HS viscosity to be pretty high (3.5 cP or above), and I don't know of any 0w-20 oil that could have HT/HS viscosity this high.
There may be some specs out there that call for low SAPS and low HT/HS, but nothing comes to mind at the moment...

Thanks. So are there any ACEA C1 0w-20 oils out there? Or is even HT/HS of 2.9 cP hard to meet in a 0w-20 grade?

Page 14 they say that the 20 can be 2.6 to 3.5.

SN/GF-5 is essentially Mid SAPS or at least similar to a C2/C3.
