If you have a Windows Vista ISO on hand, I don't see why it wouldn't make that bootable on a CD/DVD or USB stick.

I have used it with Windows 7 and Windows 8 ISOs and it worked well.

Windows Vista should have a very similar CD/DVD file structure to Windows 7 so I think it would work. Don't quote me though, I only stayed at a Holiday Inn Express.
