Well, I'd call it more of a house of cards, but a sham would do. I wouldn't call it a scam. Okay, after weeding out all the slang, my view has always been that the dexos royalty regime has just been a way for accountants at GM to recoup some R&D dollars. General Motors isn't going to get rich off of selling dexos1 licenses. I understand that a lot of people don't like the notion, particularly if they don't have GM vehicles, but it's not like the licensing fees will steer them clear through the next financial crisis or anything.

Engineers probably wanted a good oil specification and wanted something that would be easier for the public to understand without creating quite the same thing as the whole approval list and high end oils we see in Euroe, and marketing probably agreed with that. Accountants likely didn't want to sink a bunch of money into it.
