As someone in another thread pointed out, filters are a bit unusual since 99% of folks won't know when a failure has occurred.

The MFG - albeit Fram or anyone else making cheap filters - know this. It is entirely possible the bean counters weigh the cost of a failed filter warranty claim (damaged engines et al) to the cost savings from making a cheaper filter. They can afford to replace a lot of engines when saving $.25 or $.50 a filter.

If a company has any unethical bones and is willing to market a crappy product, an oil filter presents a golden opportunity. Most will never know.
 
There's plenty of oil filter choices today.

Why would I possibly buy a Fram when much better filters can be had for the same or lower cost.

Even though Fram might meet manufacturer's specs. and perform OK why accept mediocrity?
