Solex 380, not starting.

I've acquired a Solex 380 and trying to revive it from dead. I get fuel and compression is good, but no spark (plug tested as good).

Noob alert, this is my first 2 cycle motorized item. According to the manual, the compression release has to be on to get it running (and to shut it off). Is this correct? What I'm wondering is if there is a kill switch that I am missing. I really don't want to tear into it if there is a kill switch I don't see! So is it characteristic for a 2 cycle to have no ignition switch and the compression release essentially operates as a start / shut off 'switch'?

A Solex, for those who don't know, is a French contraption, purpose-built bike with a 49cc motor perched over, and driving, the front wheel with a ceramic friction wheel on the tire.
 
Is this from the 50's? Any small motor I've run had a real kill switch. Even ones with a compression release as you don't want your fingers near the cylinder after running for a bit.
