API and ILSAC specifications regarding TBN

Many oil specifications establish a minimum value of the Total Base Number, for example:

ACEA C3 minimum 6.0
ACEA A5/B5 minimum 8.0
ACEA A3/B4 minimum 10.0
GM DEXOS 1 & 2 minimum 6.0
Renault RN0700 minimum 8.0

My question is: Does the API or ILSAC specifications establish a minimum TBN value as well?

Or, to these specifications, the original value of the TBN of an oil is irrelevant as long as the oil passes an engine performance test, maybe a corrosion test?
