from that video I think it's "normal". A small mower that can be lifted briefly on compression stroke. Not strange, put your feet on the deck so that you don't start it and then drop it on your feet... brrrr.
 
Ok, it is not normal, and I am 99 % sure that you do not have the full compression relief you should have. I am afraid to cure the problem you will have to remove the head, and the valve cover door to access the valves. Clean carbon, and check tappet clearances. If there is to much clearance you will have to much compression. Or just remove valve door and check clearances first.
