Has anyone had bypass pipe stuck to water outlet?

I had a leak at my water-outlet gasket and started the job of replacing the gasket today. In fact, there was hardly any gasket left.

I wanted to remove the water outlet, which requires removing it from the water-bypass pipe and replacing the O-ring for it. There is one small bolt holding the water-bypass pipe's flange against the water outlet and I removed it. For some reason, the flange of the water-bypass pipe appears almost welded to the water outlet. No matter how hard I pull or twist it, I can't separate them. Below is the parts diagram, with the outlet, gasket, O-ring, and the flange end of the bypass pipe shown at the top left:

Has anyone had this problem? I wanted to remove the water outlet from the water-bypass pipe because it's hard to scrape the old gasket material otherwise, as there is little space between the water outlet and cylinder head.
