In countries that do not export oil, oil is a commodity and costs the same everywhere (discounting transportation expense). So, the difference in gas prices is taxes.

Yup. A more useful statistic would be how many gallons of fuel an average take home pay in a given country can buy.

They do. European countries especially tax gasoline like the US taxes cigarettes. The cost pretty much triples due to taxes. They also measure volume in liters instead of gallons, but that chart is normalized to gallons.

What are you talking about?
The numbers INCLUDE taxes and thus the range of prices. If taxes were not included, the price would be exactly the same (save for oil producers like Iran, Saudis or Venezuela).
The price wouldn't be the same. Production, refineries, transportation, pipelines, etc would come into play. You'd be able to determine things other than who has the highest gas taxes.
