Came off a Generac generator engine...engine is very similar to a honda 13 hp gx390 but with full pressure lubrucation...any idea who makes this???

Got pictures of the holes in the baseplate and the stampings on it? That would be your best indicator.

BTW that looks pretty stout for a small engine filter!

The pleats on some of the Purolators we've been seeing lately should look so good. This likely is made by one of the Asian filter manufacturers, of which there are many. The last Generac branded filters I used for my Generac 13K generator were black cans.

Are the pleats on the other side evenly spaced as shown in the pictures ?

Without identifying the baseplate stampings or hole sizing, type its a wild guess.
