Volvo AC problem

I owned two Volvos with this same problem. A '87 and a '90 model 760. When using the AC the HVAC housing under the dash would sweat and water on the outside would drop onto the passenger's feet. The condensate drain was not plugged. I've never had another car that did this. Why would the housing get this cold? Condensate pool inside the housing? Poor design? Thanks.
