If 15 PPM is required, what is the point of recommending it? The alternative for not taking the recommendation is.....

They recommend you adhere to their required recommendation. LOL

Whatever it was that was recommended, you apparently forgot to take it this morning as your post makes no sense. LOL What are you talking about?

I'd guess sulfur in diesel, but that's only a guess.

Still not clear... who is recommending it? Who is requiring it? The OP needs to give more info.

It is recommended for all diesels. It is only required for either MY2006/7 and newer vehicles, or for all on-road diesels.

The language is usually along those lines on the pumps around here - really most likely to try to entice folks buying dyed diesel that is possibly higher sulfur into paying roat tax and buying the lower sulfur fuel.

Kinda hard to not follow that recommendation in CA, so its a moot point.

Diesel pumps have this green sticker that states "Ultra-Low sulfur highway diesel fuel (15 PPM Sulfur Max). Required and recommended....."
If it required, what is the point of recommending it?

It's recommended because you won't find anything else! Even dyed off-road is all ULSD around here now. Better for the environment, not so good for your mechanical injection pumps.

So that users follow the recommendation, otherwise quite possibly they will not know it is required, whatever that is...!
