Mag starters are needed for large starting loads and also provide both overload protection as well as phase loss protection for 3 ph motors as the will try to run if you loose a phase. newer starters also may have under and over voltage protection as well.
I have sandblasted with a true 5hp compressor and while not ideal it is adequate for home and shop use.
As far as consumer grade compressors and the hp ratings keep in mind that a true 5hp motor has an amp draw of at least 22 amps at 240v 1phase. This would require a 30 amp circuit to be safe and reliable.
