Safety-Kleen's Eco Power awarded Dexos 1 License

Safety-Kleen's Eco Power recycled motor oil awarded GM's Dexos1 license.
It meets the requirements while being made mostly of Group11 base oils instead of more costly Group111 base stocks.
 
But the oil is a synthetic blend, so it cannot be 100% re-refined basestock. However, the linked article does not specify the percentage of recycled content.

Sure it can, if it's re-refined to Group III standards.
 
That's an interesting point, but that is not what SafetyKleen is doing.

From the article:
"Meeting GM's standards for dexos1™ is yet another proof point that illustrates the extremely high quality of EcoPower engine oil," said Curt Knapp, senior vice president and chief marketing officer of Safety-Kleen. "EcoPower also provides cost efficiencies, as it meets the dexos1™ requirements while being made mostly of Group II base oil, instead of more costly Group III base stock."
