The Grand Caravan I just rented had the flex fuel badge and the yellow gas cap. A station that sold e85 was on the way to the return so I filled it from just under 1/2 a tank with e85.

Not sure if they just don't care because she has a corporate account or what. I think "internal use" like shuttling the cars around, letting employees take them home etc, is the reason for lower than full gas.

I think it's because the majority of renters, attempting to return the car with "at least" as much fuel as it left with will end up returning it with more. That's a small plus for Enterprise and those little pluses add up. I do not like it.

I could see some people doing this.

Right! A while back I was looking at a used vehicle. When the sales manager came over to where I was sitting and told me it had been a rental what he saw next was a vapor trail from where my rear had been to the door. Cuz I was GONE!

Every time I've rented a car they've under-reported the fuel level so I wouldn't have to worry about it... Like if there was 1/2 tank, they'd mark 3/8th on their form, so as long as I was above 3/8th I would be OK, even if it had a little less than what I got it with.

Same with the times I've rented a U-Haul truck
