Uh, you might want to re-read that article. It points out that Australia Post was the one levying the $9 surcharge, not the USPS.

Read one more time. AUPS was charging $9 because USPS decided to charge THEM extra to process the mail, plus the mail had to go on more expensive freight airplanes, instead of passenger, again, because of US security requirements. That's why Japan stopped shipping small packages to US altogether.

This is a case of reading comprehension. The U.S. Government tightened screening requirements. The USPS had nothing to do with it, beyond the fact that they are the official carrier of mail within the United States.
