An original approval is granted when a new formulation has passed the full range of test and qualification requirements.
A reblend approval is granted to a company that wants to blend a fluid that is an EXACT copy of an original in EVERY respect. A reblend still has to be tested and approved but the testing, whilst stringent, is less than the requirement for the original blend.
A rebrand is when a company just wants to purchase fluid from an original or reblend licence holder and simply repackage it. These are not subject to testing other than various analysis requirements used in order to verify that to fluid is genuine.
In all cases the original licence holder is legally liable for any infringement.
