Cheapest human powered one is about $250 at costco. The hybrid (electric+human) are $2000.
 
So when does an electric bike or whatever cross the line from electric bike to electric moped/motorcycle that should be licensed and travel in the car lane? Speed?

Depends wildly on the state. Sometimes it's legal if it's "pedal assist", let off the pedals and it coasts.

Maine lets you motorize your bike as long as it's gas under 49cc, 1.5 hp, or an electric motor under a similar watt rating. No license plate, no insurance, equipment the same as a pedal bike (lights at night, adequate brakes). But the rider does need some sort of valid license or learner's permit... a snare for kids under 16 and those who've suffered OUIs etc. One has to keep it under 20 MPH.

Some states make you add brake lights, blinkers, apply for a title, get inspected as a rebuilt vehicle, run a license plate... Pablo is really into the motorized bike scene.

Most of their models are human-powered not electric. You have to lean into it and push of sort of like skiing or rollerblading. There are some videos on their website. The costco human-owered one is pretty inexpensive.
