Actually it's less than 0.12% phosphorus, which corresponds to about 1.2% ZDDP. Roller cam engines and broken-in flat tappet engines without radical cam grinds and/or very high valve spring pressures do fine on 800 ppm P or even less, according to SAE Technical Paper 2004-01-2986 "How Much ZDP is Enough?".
