I swear I have also seen, in that same price range, 2.5" -> USB adapters that run off of the USB buss power. A quick search @ Newegg or somewhere similar should net you a few options.

If it's a SATA drive then the connectors are the same. 2.5" and 3.5" SATA drives use identical connectors.
