First, power off the system and make sure your keyboard is securely connected. If that doesn't work, swap keyboards if you can to eliminate the keyboard as the issue. If not that, then perhaps you have some strange virus, try booting from another O/S such as a live linux disk, etc to see if the problem follows the O/S or the computer.
If none of that addresses it, you could have a bad motherboard or other such component or some BIOS setting (can't imagine what) that is off.
Do you have a KVM switch that shares your keyboard, mouse and screen with other computers? If so, eliminate that from the circuit and re-test.
