My guess is that it is not. It is probably chrome moly. And I'll bet that it is 4140 spec, not the 4150 mil spec on the barrel.
For the price of one of these (900 bucks +) do yourself a favor and build your own. Get any kind of lower and mount a nice LMT, CMMG, STAG, BCM, CMMG, or other complete upper assembly for 500 bucks.
Look at some of these specs below when you are looking for a solid AR. If you just want something to plink with get a cheaper already made DPMS or similar.

* USGI 1/7 Twist Rates (or 1/9)

* Chrome Lined Bore and Chamber
* Manganese Phosphate Barrel Finish
* Mil-Spec F-Marked Forged Front Sights
* USGI Government Profile Barrels
* HPT (High Pressure Test) Barrels
* MPI (Magnetic Particle Inspected) Barrels
Bill in Utah could definitely expand upon this a lot as he just built one.
Lastly, I wouldn't buy one that is not 4150 and is not chrome lined, but that's just me. I just put an AR together and finally settled on and LMT upper as I wanted MPI and HPT. Most of the manufacturers do not do this. LMT and Bravo Company do this practice.
