A long time ago I had a Goodyear dealer put some new tires on my car and they over torqued them. I quickly noticed a pulsation in my brakes. I soon retorqued them and the pulsation went away.
I've had good luck with Belle Tire (multiple stores) and good luck with Discount tire as well but I've only been to one of those once.
