I just don't what something with another lithium ion battery to have to store outside. Is there anyone that makes a true corded NOT rechargeable electric razor?

one I found was a norelco/philips rotary corded only shaver..
about $30.

I think someone been inhalin too much exhaustgases.
first off many dont use lithium batteries... the end.
FWIW: I recommend the Panasonic ES-8103-S
it might take your face a week or 2 to get used to the electric razor.
If you do buy a panasonic make sure it has the 13000rpm linear motor.
