Sounds like they had already dismantled it where people had set up hot springs baths, but people came back in to try and rebuild it.
I've personally been to approved hot springs at Olympic National Park, but those were operated by a permitted operator using natural hot spring water going to constructed pools. They would carefully monitor the temperature and bacterial levels. There were supposedly some natural hot springs in the area that weren't specifically approved or maintained by the National Park Service, but required hiking in.

After the 2023 winter and spring flooding on the Kern River, Miracle Hot Springs was under the high-water mark and inaccessible. Since river levels have dropped, the previously removed tub area was exposed again.
The hot springs are located near the Kern River at a 2,300-foot elevation, 42 miles northeast of Bakersfield and 8 miles southwest of Lake Isabella. Visitors often sought out its soaking tubs, which were destroyed by park officials in 2022 following the previous death, the East Bay Times reported. After the tubs were dismantled, people still frequented the area, with some attempting to rebuild the soaking tubs.

Olympic Hot Springs are natural, unmaintained hot water seeps in the Elwha River Valley. The pools are in a wilderness area and are not tested or treated by the park. They may contain harmful bacteria and use of these pools is at your own risk. These springs are only accessible by foot and no pets or bicycles are permitted.
