From what I can tell that is a Hydraulic filter, I would choose a housing first with a filter that will work. I would use a Harvard 152L with the proper filter. Harvard Filter housings

I've thought about getting one myself, I'm in Michigan too, these past couple years have been brutally cold. I don't thnk it would really hurt anything, I would pry just plug it in when it gets down around the lower 20's.
